Are the Bloodguard obligated to protect Lord Foul?

It doesn't make logical sense to me that the supreme enemy of the Lords could infiltrate the Council under false identity and false pretenses, and the Haruchai, upon discovering this, would say 'Oh well, you're a Lord, so we won't do anything.'

I think it all really comes down to timing and power. Lord Foul is powerful. He certainly had the ability to get himself on the Council without causing a stir and going so far as becoming a trusted friend to Kevin. The Bloodguard are not infalible and were duped right along with the most powerful earthfriends there ever were. Once Foul revealed himself all bets were off. Kevin went to war against Foul with the Blooguard right there at his side and that was the end of it. The Haruchai learned about Foul the same way Kevin did and stopped serving him at that moment. Ironic and terrible is the way I'd describe what happened.

Where does it say that Foul was an active enemy of the Land *before* becoming a Lord.
Beyond a "behind the scenes" type of enemy.
I always assumed that he was an unknown antagonist until declaring himself against Kevin.

Berek had a Raver as an enemy.
Damelon had .....?
Loric had the Viles manipulated by a Raver.
Kevin had Foul but the beginning of his Lordship was relatively peaceful I think.

When the Haruchai first came to Revelstone it never mentioned that Kevin was at war with anyone.
Or that he welcomed the Haruchai as needed allies.
And I can't imagine that it was never mentioned that the Bloodguard served Foul in anyway.
That was an anathama to them later on.
There's no way, imo, that they ever did so.

If we take my idea and run with it, Foul could have become a Lord and earned Kevins trust and left the Council before the Haruchai arrived.
Kevin wouldn't have known Foul was the architect(lol) of the Lands woes and after Foul passed the tests would have no reason to doubt him. (although I seem to remember that he in fact did doubt Foul)

I wonder what Foul's Lordship was like?
We know what Foul gained from Kevin, the keys to driving him to despair.
But what did Kevin gain from Foul?
Knowledge of the existance of White Gold?
Who else in the Land would know it even existed?
Where did those songs of wild magic come from anyway?
Did Berek hear about it from the Earthpower itself or did an Elohim drop by to teach to Council a few abstract and non-Earthpower related concepts?
