Ok, I have been argued with and have to concede that Ludo is a proper answer. The first person Harry sees in the hot seat during the trials is Igor Karkaroff, however he has already been tried and this is a secondary hearing.... The first actual TRIAL is Ludo Bagman. I'll let you all decide.
Now if I could just find a way to wear live bees as jewelry all the time.....
