Ok, I have been argued with and have to concede that Ludo is a proper answer. The first person Harry sees in the hot seat during the trials is Igor Karkaroff, however he has already been tried and this is a secondary hearing.... The first actual TRIAL is Ludo Bagman. I'll let you all decide.

yeah you're right... I recall that from GOF which would explain Karkaroff's behavior during the Tri-Wizard Tournament
