What Punishment Would You Recommend ...
for someone who borrows books,and dvds but does not return them.

There are some people I ask for deposits from. They don't ask again.
I would go by their house for a visit and as I was leaving, "Oh BTW can I get my __________ ."
When you borrow something from someone it should be returned immediately when you're finished and if you fuck it up you keep it and buy them a new one. I've had to do that a couple of times.

Have I told this story here before? I once worked in a very small office where I had the only pair of scissors (because I had bothered to go to Staples and buy a pair for myself). Everyone would come by and borrow my scissors, and forget to return them. I finally tied them to the handle on my desk drawer. The next time someone asked to borrow my scissors, I said, "Sure, but you have to use them here." Solved *that* problem.... 
As for your book- and DVD-pilfering "friend", Mr. B., I might make a point to show up on their doorstep and say, "I need my books and DVDs back," and just not go away until they cough them up. And then, of course, never lend them anything, ever again.
And yeah, Harbinger, I've had to do what you suggest a couple of times: replace something I'd borrowed because it got more or less ruined while I was using it.
