I believe Foul chose Linden to be his wife after the Creator chose her to save the Land. I can't see any other reason to believe that Foul and the Creator somehow chose together or at the same time, or had reached an agreement. Instead, I find rather ambiguous passages such as this one:

Covenant-
You have to create your own answer. The last time I was here, I didn't know I was going to beat Foul until I did it. Then I could look back and say that was the reason. I was chosen because I had the capacity

I don't know if that says both powers had a hand in the selection process. However, at the beginning of TWL there is a passage in which Covenant tells Linden that the old man chose her because she saved him.
"You saved him, and he chose you, and you don't have any idea what that means.
That last goes along with the parallels theory. The fetid stench of the old man's breath as Linden gave him mouth-to-mouth
His mouth was as fetid as the maw of a corpse. The whole ordeal was hopeless. She did not relent.
can be likened to her terrible disgust while striving to heal the Sunbane on Mt. Thunder by taking it into her very being and then releasing it changed back to the Land.

Not in the sense that Foul literally ordered Jehannum to come up with some useful new weapon to use against Linden. Ravers apparently have minds of their own, but they have no will of their own. For example, Ravers think of themselves as highly enlightened beings, and they didn't need Foul to tell them this.
