Has Infelice fully explained, or understood, the shadow on her heart? I think it's interesting that Covenant thinks of the quellvisk graveyard as an example of the Elohim regarding the Land as a "midden" for what they despise. Where else have the outsiders to Time shown up in the world of the Elohim? It is here, or for the sake of those here, that people like the Haruchai, the Insequent, Sandgorgons, and the Giants have all shown themselves capable of decisively altering the outcome of the Earth to some extent. The Creator himself favors the Land, seemingly, so much that Roger believes him willing to break the Arch to deal with sufficient desecration therein. It's where Earthpower is "uniquely accessible," according to the glossary (and just think of the Blood of the Earth).
Therefore, supposing that the dialogue at the end of FR is incomplete, the Land, especially as the place where the outsiders to Time first arrive, is, I think, essential to the Elohim shadow, because it is the place that proves that they are not equal to all things.

Maybe it has more to do with the Worm.
According to Anele, the Worm will go to the Land after it finish eating the Elohim. And the One Forest, the main feature of the Land at that time, was supposed to interdict against it if the Elohim failed.
So anytime they looked at the Land they saw the prophecy of their own annihilation. Or from a slightly different angle, their graveyard.
