Hah! I lived in Wallingford, Vermont for years, on top of a mountain. Dang!! We had 40 below one morning. Anyway, they used so much salt some winters it corroded everything. But, as others said, because of the basement/garage problems, I would definitely look into the possibility that you have a spring under your house, that the property was not sufficiently ditched and drained. Talk to your neighbors and find out if the same is true for other houses built by the same contractor.
