I thought it could work as a way to promote specific candidates for winning. If the voting is a separate stage, question answered.
As for highlighting someone else - all the better for me, in most of the categories I'm more like torn with many variants hard to choose from. I could have a problem with the GT game one, because I only played Inferno and Aesir - IIRC, Aesir started in 2010, so I could only third Inferno, or say nothing. Since Syl added 2010 to possible for nominating, I can nominate it now.

As far as limiting "discussion," including "thirding" nominations, in the nomination threads, this is to make it easier for the mod who will put the ballot together to see which nominations have been seconded and thus eligible to move on. Otherwise, it would take forever to weed through all of the discussion posts in each of the threads.
The discussion thread is the place for nominations to be quoted and "thirded" or thanked, or whatever discussion a nomination generates as well as any other Watchy discussion.

Upon recheck, Aesir launched on March 1st, 2009, so it is not eligible to be nominated.
However, Vanir started on August 5th, 2010, so it is eligible to be nominated.
