Drew, that's not Ron Jeremy. That's the 9/11 mastermind, Khalid Sheikh Mohammed. Still a good choice for Angus, but not the aging porn star.

Perhaps Phillip Seymour Hoffman could play Angus.
He has tremendous range and this role would be the kind of challenge that actors of his caliber look for.
I'm not sure I've seen him play a villain yet, but he could definitely pull it off.
Might have to darken the hair to make him look more sinister.
If I had photoshop, I would find a way to see what this would look like.

Jack Black please !!
looks the part, can play it relatively straight when required .. perfeck

Jack Black is an external actor. Everything he brings to a role shows in his face. It works very well in comedy, and it also did in King Kong.
Angus is a much more internal role. On screen, much of what SRD explained in print (the crib) will not show. The Angus of TRS (erupting volcano) is very different from the welded Angus, and I don't think Black can do that. Or at least, not the way I would like to see it portrayed.
The unwelded Angus is unlikeable. The welded Angus isn't much better, but I did feel some sympathy for him as the story progressed. The actor who takes on this role must be able to repel the audience, then win them back, to a degree.
