There are several 'seats', known as Columns, that function like government ministries or departments. The Empires must nominate a representative that will be elected into government. However, it is also possible for a representative to be assassinated (which confers a financial and political loss).
Here is a sample of the Columns (with brief descriptions):
Grand Column - Functions like a President. The president decides where the representatives are placed. If he or she plays the political game correctly, then they can make their friends or allies very powerful. Thus, not all positions are equal in power.
Secondary ability involves the power of veto.
Intelligence Column - Central and foreign intelligence. Is able to retrieve information on other columns, intel on an empire, and assassins.
Financial Column - Controls the GCG budget. Also authorises trade deals.
Defence Column - Controls the defensive fleets and armies.
Please note that at this time, the titles are experimental.

I have removed the Science Column.
The new columns will be:
Warden Column - This position allows for an empire to protect the Lost T'lesir wormhole with a single fleet. And that's it.
Diplomatic Column - This department involves maintaining diplomatic standing with the Hegemony. Please note that there will be no fleets under control, but the position holder will have access to a deep-space facility near the edge of the map.
