I think this whole thing will be explained, at least to some degree, in the final book.

In ROTE when Linden was translated, she ponders on the people involved at that time. Regarding the translation of the Sheriff and the other hostage, she says:

"they are not involved".

I don't think we'll be seeing them in the Land at all.
Old man how is it that you hear these things?
