Fellow Lords of Hell! My sentient drones have begun to ask for their own cultural identity, and have been expressing curiosity for the other variants of demons within your realms. I see this as valuable opportunity to strengthen inter-demonoid relationships between the various factions.

I'm proposing a portal network linking the Necronomicon to the city centers of all those who agree to the project, so that our citizens may learn from each other. The owner of each portal will retain the ability to shut it down at their discretion, in case they sense potential threats, etc.

For those who agree, all I ask is that the rule of 13 be followed, and that all visiting demons be divisible by 13. Also, all laws of the Necronomicon must be obeyed by visitors.
