Mr. Morgan was certainly a bad parent. I'm not sure if I'd call him evil, though. To me he's the kind of person who doesn't like children in general and never wanted to have any himself.

He married for the prestige a good-looking wife would give him in social events, not to have a family.

Once Terisa popped in the picture he tried to sweep her under the carpet as much as he could and continue with his life as before. I don't think he hated her or derived pleasure from making her miserable, he just thought of her as an obstacle for the way he wanted to live his life. In that sense he's very different from Master Eremis, the sadistic psychopath.

The Domne's remark to Terisa that she had already met High King Festten from knowing her father--THAT makes it clear to me that Terisa's father is an unscrupulous person. He probably IS some kind of Mafia don.
