Longwrath's oddly unreliable manacles? Vain wears the Staff's bands also and is, in a sense, shackled by them into the new Staff of Law.

I am in love with SRD's ideas about fantasy - that a fantasy landscape is a reflection of character - so I also prefer to see Hile Troy as in some way an aspect of Covenant, rather than someone summoned to the Land by mistake.
