Foul is just the personification of everyone’s, self-loathing, hate, fear, loneliness, despair, Covenants Lindens, yours, and mine. With out foul there is no Hope Love Happiness Self worth.

I preferred the second Covenant seemed to be a fuller character. You've got to love the whole sunbane concept.

I read Lord Fouls Bane when I was in 7th grade (took forever to get though it). Finished them as they came out when I was in High School)

Covenant was a tool in the 2nd chronicles; by accepting fouls terms he fell under fouls rules. Linden did not.
I think it was mainly her personality (who she was) in combination with her health sense and freedom that allowed her to use the power
