Not quite, but you have the right character, and that along with your previous guess is close enough given the amount of time this has gone on.
The main point I was looking for was that Eremis had discovered the Tor outside the door, drunk and passed out, and rather than killing him on the spot decided to go by regularly to see if he could catch him drunk and awake, and thereby tighten his noose a bit. (Leaving out one key detail, in case it could be used for another question...)

Great question, Sanity!!! As you say, Eremis passed on the chance to kill the Tor, and this at first pleased him because he got to witness the Tor in such a pathetic state. but he never forgot passing on that chance because the Tor foils his plans later on! :mrgreen:
