I remember it was one of the Haruchai to Covenant as the Haruchai were being ejected from Elmesnedene.

Chant then made some sort of snide remark putting down the Haruchai right after that quote. Am I correct?

Yes, you are the lucky winner. Ya it was in The One Tree when the Haruchai tried to attack the Elohim and the Elohim brought them away to wait.
