I lived in central Massachusetts for awhile, where a "drifty" was slang for a woman who engaged in serial relationships with men that didn't last. Which I suppose implies that it's all her fault?

That's a new one to me. Yes, that's probably the implication.
Interesting question though...the way you phrased that, "she engages in serial relationships" could imply a habit of poor relationship choices, couldn't it? Now obviously the behaviour on the part of the men is not her fault, but wouldn't we think that continually choosing men who will follow that pattern is?
