Question: While a captive of the Bill's, Davies gets threaten by the Bill to have either a zone implant or Bio-retributive surgery performed on him.

Davies give a reply that shows he believes the Bill is bluffing.

What reason does Davies state as being why the Bill won't alter him in either of those ways?

Hint: it has to do with the way Davies is useful to the Bill.

The Bill wanted to sell Davies to the highest bidder, and if he were to be tampered with a zone implant or BR surgery, it would affect the sell price?

Good show, Stevie!

This question amused me because on the same day CH posed the question he also posted the answer within the dissection of the relevant chapter.
Totally alert, and determined to conceal it, Davies fumbled for the edge of the cot to pull himself into a sitting position. Scrubbing at his face as if he were trying to wake up, he muttered, "What do you want?"

Sounding deceptively happy, the Bill said, "I want to ask you some questions. Be a good boy and answer them."

Davies made an effort to look bleary-eyed. "Are you going to let me out if I cooperate?"

The Bill chuckled shortly. "Of course not."

Groaning, Davies stretched back out on the cot. "Then why should I bother?"

"Because it's less painful," the Bill replied with a grin. "If I were feeling charitable--which I'm not--I could give you drugs to make you talk. Or I could install a zone implant in your ugly skull and take the matter out of your hands. Or"--he shrugged--"I could do BR surgery on you until you begged me to let you cooperate."

"Sure, sure." Davies dismissed the threat. "You could do all that. But I'm only merchandise here. You made that clear. If you want to make a profit on me, you won't damage the merchandise."
Two reasons why I did not respond, even though the answer was staring me in the face:
  • 1. I had to focus on my own upcoming dissection so that it was in a post-worthy state by its due date.

    2. Did I want to become responsible for posing another question in this thread, having done so a few times in recent months? No, no I did not!

Min Donner personally visits Sixten Vertigus to ask him to introduce a Bill of Severance that separates the Police from the UMC, and reconstitutes it into an arm of the GCES.

Sixten asks 3 questions: Why this (the Bill)? Why now? Why me (Sixten)?

Do you have the answer? :D

Hmmm, well I suppose if it's only Savor Dam and Cord Hurn answering questions recently, I can see why this question has been unanswered since it is probably too obvious for either of you.
