Federal Government Pie--a very bland pie where each slice costs six times as much as the whole pie, but is sold to the government en masse at a loss by the pie vendor. Note that no one who actually wants the pie gets to eat it because it has been promised to a unemployed family of 13 in rural Arkansas that has dedicated several hours of theirs and their social worker's lives to double-filing the 14-page Form 4327A [Abbreviated Double-Crust Baked Goods Consolidated Omnibus Requisition]. Oh, and the pie has spoilt by the time it gets there, because an obsure subsection of the Garrett-Finch Pie Act of 1984 dictates that "...all non-metallic goods ordered via Form 4327A shall henceforth be sent by ground shipment using a special free-range paraplegic donkey-courier service, and must be sent through a government-subsidized depot in Maine that may only operate on odd-numbered Tuesdays..." Oh, and every handler in between has had a nibble, too
