I saw this for the first time last week. I really enjoyed it and much more in keeping with how I originally imagined Batman. Bravo Christian Bale, you hunk of love you!

Nope, I'm afraid Scarecrow is not in it.
Joker and Two-Face are the only major villains in it. The premise of it is that Batman has retired and Bruce Wayne is older now, probably in his 50s I would guess. Gotham has gone downhill with all sorts of new gangs of punks. All the old villains are imprisoned or inactive, and it's Dent and Joker who eventually bring Batman back to take on the new gangs.

There's also a gang called The Mutants. No, it's not
X-Men takes Gotham or anything like that. They aren't actually mutants, just weird gang folks. Kinda like Samurai Jack might run into. Extremely good stuff!
