I'm confused. Are they in the Defense Forces, or is anyone allowed to carry around an M16A2?

They're in the IDF and are required to carry their weapon at all times while on duty or on post. I believe it's encouraged when off duty, though I'm not sure if it applies to civilians (reservists. same thing in Israel).
