I was on a board that did that for a period of about six months, because they had a serious trolling problem, and the only way the administrator was able to stop it was by restricting new members to referral only. So don't judge too harshly

I think this makes perfect sense. It's not like it's terribly difficult to register! And when Runes comes out, there'll probably be a lot more people coming around (like me!), and the Watch will be getting more attention, thus becoming a bigger target for spammers.
