Doherty's advice seemed to be in regard to what importance writers should assign to reviewers or reviews. That has to do with the relatively small number of people reviews reach for marketing purposes, and it affects the usefulness of reviews for a publisher or writer who want to sell copies, but does not necessarily affect the usefulness of the consumer advice reviews may offer.
Dutchess's comments seemed to be directed towards individual potential readers trying to select a good book. She has found some good reviewers and is making good use of their advice. This is on an individual scale, not the mass scale a publisher uses, and as such thoughtful reviews are indeed valuable to individuals, if not writers or publishers.
I am conviced from the arguments that the attention given to book reviews is declining. Reviews are likely not going to drive mass sales. Still, however small a percentage of books are covered by reviews, I don't see anything wrong with anyone offering an opinion about a book in a review. There's nothing inherently ignominious about reviewing anything.
