In "The Healer" the narration directly states that the forest allowed her fire because it was from dead wood, small, necessary for her support, and most importantly, underground.

I admired the Healer for her sacrifice. Just one more to fuel Covenant's fire and the one that inspired him to go and kick Foul's skinny ass. She was the crux of it all for Covenant, the last straw. How many more will die (not knowing Foamfollower's upcoming demise) for him? Enough! Hell and blood dammit that's enough.
As far as the fire... I think the unfettered ones removed themselves from Lore and Oath. I agree with Syl on the Forest's reaction or non-action towards the woman's use of fire in their midst...even if it was underground... roots grow underground and peek through caves and such... I know from personal experience...
A brief but admirable character.
And he never did know her name.....

The healer was a great woman, and is not mentioned at all for her sacrifice later, this is because noone knew of it. A sad ending for such a great person.

Maybe she should have been among Covenant's Dead in Andelain. Though she'd probably refuse to appear.

I think she would have appeared if she was needed, but obviously, that wasn't the case. She kind of had that jewish grandmother quality to her in my eyes... like, "What, even in death an old lady can't get some rest? You mean I'm the only one who can do it? I am? Well then, I have to do what I have to do."
