What happens to criminals in The Land? That depends on whcih Chronicles you are talking about.
In the Second Chrons, criminals are either killed outright and shed for blood, or given over to the Riders to be shed to feed the SunBane at Revelstone.
In the First Chrons, criminal behavior apparently earns you the title of ur-Lord.

Remember when Covenant first came to Revelstone? He was put in the Tower by Bannor.
But I don't think I could picture any one in the land be truly eveil without a reason. I mean that guy who drank the blood of horses and killed Lena, the Ramen did nothing to him.
But they had sworn a vow. I remember one of the Ramen saying they would have long acted if they had not taken an Oath.

I think that the chronicles do not give us the everyday picture of the peoples of the Land. Every time Covenant or Linden showed up, things were way bad, and all of the focus was on the catastrophe at hand; We never truly got to see normal behavior, like criminals or parties or anything like that.

Well we know how criminals were dealt with in the second Chronicles. Left to the Sunbane.
