SRD intentionally made Covenant someone who could "go either way". If he was a noble person, there would never be any doubt that he would save the Land. By demonstrating that Covenant has the capacity to do bad things, we have to wonder if he will possibly damn the Earth rather than save it.

In the Second Chronicles, there's no need for that plan anymore. Covenant is a much nicer guy.
