Why come hurtloam gave Hile Troy his eyesight, but not Mahrtiir? There was certainly some hurtloam available. I think it even says he'd been healed with the staff of law, that loco weed they feed the Ranyhyn, and hurtloam.

Hile Troy was actually born eyeless and slowly developed "vision" because of hurtloam and Earthpower. It is possible for Mahrtiir to develop the same sort of vision but only time will tell.

Perhaps Kevin's Dirt is interfering with Mahrtiir's ability to regain vision through hurtloam, etc?
Or perhaps he is no longer blind, but hasn't actually taken the bandages off to try?
At any rate, I don't believe he considers himself worthy or significant enough to attempt to bargain with the Render. He will serve the horses of Ra and Linden utterly, and would not do anything otherwise without their instructions..
