What description is given of the Hruchai? I've always envisioned that 5 ft tall would quite tall for a Haruchai, is that a misconception I've had? Seems people often suggest some pretty tall guys for Haruchai (I understand forced projection would likely be needed to make a Covenant movie, as with the Lord of the Rings' Hobbits, but, most of the actors playing hobbits were indeed not tall men themselves.

I don't ever recall them being described as small in stature. Did I miss something?

I don't think they were that short...more 5' 6" ish.

Haruchai are described as being of similar size and build to Stonedowners.
Stonedowners are described as being short ("shorter than he [Covenant] was"), Trell being an exception.
So, yes. We're not talking dwarves, but just generally shorter. If there's any truth to the notion that Asian men are somewhat shorter than men in the US, on average, then I would say Haruchai shortness is on that order of magnitude.
