The Armigite didn't even try to front that he had a spine, he just turned tail and ran and what's worse, aided and abetted his own king's takeover for personal gain. What a jackass.

I would have to say The Ghaddi of the Brathair had to be the most spineless.. while he was begging for help in his own dungeon refusing to free the Search and telling them to free themselves and kill Kaseryn ..then he would be safe!! hehe that has to be the most spineless act I've ever read in one of his TCTC books anyway.
after contracting Leprosy and losing all he Knew and Loved, Thomas Covenant had too much spine..he was opting for a Spinectomy through the first two books,

Lord Foul is the most spineless...He has everybody else and thing doing his bidding,,and when finally confronted mano-e- mano is either easily reduced to next to nothing by letting him expend all his hot air,,or easily outsmarted and reduced to fool.

Poll needs an overhaul to include RotE and FR characters.
My nominations:
Liand and Roger.
Not that Liand is particularly spineless, but he's such an annoying drone/sycophant that he requires a place to be riduled.
The need for Roger's inclusion here, I think, is self-explanatory. Roger takes the spineless prize hands-down.

Roger kicks ass! He traded his arm for power, pretended to be Linden's soulmate, took her back in time, and then whomped on her. Evil, sure. Deluded, probably. Spineless? No way.
As for Liand ... I could explain how wrong you are. But you should go read the FR dissections, see what Liand *really* does.

I just realized we're steering into FR spoilers in this thread which should not have any. So I went back and Editted my post. Nudge nudge.
But seriously ... Liand is underdeveloped, but not spineless.
He wouldn't have left his plain old Stowndowner life and hitched up with Linden if he was spineless. He would have stayed with the Ramen and not headed into a caesure if he was spineless. He would not have defied the Masters and told that Woodhelvenen all about health-sense if he was spineless. et cetera.

I did say that one character was not particularly spineless, but that he has earned some ridicule (from cynical bastards like me).
I'll go read the eviceration... er, the dissection.
