Don't forget also at the end of TPTP Covenant makes Foul step back from the Illearth Stone and Foul is still able to fight, albeit a short while.

I beleave it was said somewhere in the books, I can't remember which one, that Foul was the Creators' brother. After the Creator was finished making the earth, he noticed Foul next to him marring his creation. The Creator cast Foul onto his own creation and locked him there with the arch of time. If he is the Creators' brother, then he must have the same powers as the Creator.

I'm thinking that Foul must be diminished in some way by his imprisonment in the Land and the Arch of Time. Otherwise, if he had the Creator's power, wouldn't he just break the Arch and free himself? The Creator supposedly could defeat Foul himself, but he would break the Arch of Time if he were to do so.

Perhaps the Law is what really restrains him from exercising his full power upon the Land, hence the need to use alternate sources of power like the Illearth Stone to accomplish his purposes.

After all, the destruction of the Staff of Law and the subsequent weakening of the Law is what permitted him to heal himself and caused the Sunbane via corruption of the Earthpower. It would seem to stand to reason that the Law would also restrict Foul's ability to do other things that go against the natural order and cut off a good portion of his power as a result.

Yes, I agree that Foul is diminished by his imprisionment in the Land. He need the White Gold, not natural to the Land, to break the Arch of Time to free himself.
