I think the reason we like angus is that SD wrote him to be liked. Theres a chapter from igensard, the special council's POV and I found myself automatically hating him. Why? Because he wants to be the next director of the UMCP?
Angus was written much more sympathetically.

Also I found it funny how in the first book I imagined Angus as he was (meant to be?), bloated, toadlike, ugly. But by the next books he was tall and heroic and all that (in my mind). I guess taking on alien installations alone with cybenetic enhancements and matter cannons does that.

Angus is a great character because he has an arc. a credit to the writing of SRD. the reason why SRD's character's are so engaging and 3-dimensional are that they are not static, they are affected and change in accordance with the events they experience. we despise Angus to begin with because when we first get to know him he is despicable. but as we follow his journey through the books we see all that he goes through, his own suffering and loss of self-determination, and so we grow to sympathize with him. also, we gain insight into what made Angus into what he was when we first "met" him, which only gives more depth and perspective to his arc. the more we understand and sympathize with Angus, the more we end up rooting for him.
