Long time, no reply, but I've been too tired...

There are two possible reasons to explain the hurtloam thing, either together or independently.

1. A curious point was made at the end of WGW that now the Arch of Time is a combination of white gold and leprosy. The implications of this are unknown and could probably rate an entire highly speculative thread of their own, if a such one doesn't already exist.

2. It is known that Linden's restored Laws aren't exactly the same as the old Laws. Did she consider diseases such as leprosy a natural part of the nature? After all, she had grown up in a world where that was seen to be the case.

As I'm of the opinion that leprosy is not a simple off-button for health-sense, but rather a tuning knob, I think Linden's leprosy is never cured in Runes, and all that hurtloam does for her is to temporarily remove the effects of Kevin's Dirt.

This is quite the interesting thread, I would like to remind everyone that the creator chose covenant for a reason. Why would he choose a leper if in fact he didn't wan't foul to use that to his advantage. A desease like Leprosy would be all to appealing to Foul. Advancing a new theory here, but perhaps the creator wanted the Land to contract Leprosy something about it will aid in defeating foul, after which Linden may be able to cure the land of the desease. Remember if you will how in depth SRD went into how a persons physchie changed so dramatically after contracting leprosy, is Leprosy in actuality the answer to despair, in a way fighting fire with fire.
