Long time, no reply, but I've been too tired...
There are two possible reasons to explain the hurtloam thing, either together or independently.
1. A curious point was made at the end of WGW that now the Arch of Time is a combination of white gold and leprosy. The implications of this are unknown and could probably rate an entire highly speculative thread of their own, if a such one doesn't already exist.
2. It is known that Linden's restored Laws aren't exactly the same as the old Laws. Did she consider diseases such as leprosy a natural part of the nature? After all, she had grown up in a world where that was seen to be the case.
As I'm of the opinion that leprosy is not a simple off-button for health-sense, but rather a tuning knob, I think Linden's leprosy is never cured in Runes, and all that hurtloam does for her is to temporarily remove the effects of Kevin's Dirt.
