Interesting. Thanks
I've been catching the BBC America specials showing the history of the doctors and showing an episode from their era. Really interesting to see how different each of the doctors were.

Has Romana in the alternate universe been accounted for then?

E-Space is its own separate dimension, as far as I recall. She should still be there presuming she didn't decide to leave.
The Rani is unaccounted for, as far as I know.

Depends upon what you consider Canon.
In the Audios, Romana becomes Lord President of Gallifrey (And has an awesome Series of Audio Plays called The Gallifrey Adventures, which features Leela and both Romana and Leela's K9 units as well). Anyone who enjoys Audiobooks or Audioplays and likes the Gallifreyan Political shenanigans, will enjoy the Series
But, onscreen, no, we have nothing further on Romana since Four left her and K9 at the CVE
The Rani has 3 Screen appearances:
Mark of the Rani (Sixth Doctor)
Time and The Rani (Seventh Doctor First Story)
Dimensions in Time (Eastenders/Doctor Who mashup that features all the Living Classic Doctors of the time and many, many Companions and set within The Eastenders British Soap. This was a holiday or Charity episode, I think it's about 15 Minutes long, or maybe two segments about 15 minutes each)

I think the 50th anniversary special will be where I decide if I'm going to keep watching the show.

I don't know... can you really judge a TV show after just 50 years?

Thoughts:
"Silence will fall when the question is asked". The question will be asked on Trensalore. The question is "Doctor Who?". This all occured in The Name of the Doctor.
That episode ended without mention of the Silence, and ended without the Doctor or Clara being shown returning to the world after entering the Doctor's timeline.
What was mentioned in the episode, however, were the Doctor's nicknames from the future, many of which were also used by the Silence to refer to the Doctor.
There's a suggestion that some of those names are associated with the John Hurt Doctor, who didn't call himself Doctor.
Theory: The John Hurt Doctor is the reason the Silence are against the Doctor, and the reason the Silence will fall after The Name of the Doctor.
However, the episode suggests that John Hurt's Doctor is from the Doctor's past, not his future. But it is the visit to Trensalore that the Silence were trying to prevent.
Theory: The Intelligence, Clara, and the Doctor all entering the Doctor's timeline have caused something about the Doctor's history to change that will result in the Silence falling.

Well, the Doctor (Along with the TARDIS and Clara) did fall at Trenzalore (When the TARDIS crashed, it fell). Also, when the question was asked, the Doctor fell silent for a minute (and River answered it), so technically, both the Fall at Trenzalore of the 11th and Silence will fall when the Question is asked have both been addressed.
Naturally, much more could (and should) be done with it, but, if nothing more was ever to come of those two things, they have been addressed.
Having said that, I believe you're on the right track, and I think a good explanation for
Tennant and Billy Piper
being in the 50th Anniversary Special, could be that it all plays out in the Doctor's head/timestream

The Silence was established around The Impossible Astronaut and A Good Man Goes To War as a species and an organisation, rather than just "silence" in general.

Sure, but, it doesn't mean that out couldn't be used, it could've been misdirection all along (I don't believe it was direction of this sort, but, it could be)
I mean heck, we don't even know if the forgettable creatures are a Race called The Silence (Or The Silents) or if that's only the name of the Religious group they are a part of. And we don't know if a singluar one is a Silent or a Silence.

The Christmas special will be Matt Smith's last episode as the Doctor (at least until they need to do another crossover special, I guess

). I don't really have much to say on who the next Doctor could be, but I'd like to see a decent actor actually settle into the role for a longer haul. These days the Doctor feels a little too replacable.

So the new Doctor Who is Peter Capaldi. Who was in World War Z as "W.H.O. Doctor".

I think he was seen in Pompeii.

Peter Capaldi is a great choice. I saw him years ago in some series on the telly and liked him then. Strangely, he is 55, the same age as William Hartnell was when he took on the role, but WH looked like an old man whereas PC looks much younger. Shows how times have changed. I hope he stays longer than recent Dr Whos have done.

Has it been announced if the show will end completely when the 12th Doctor's tenure is finished?

Why would they ever do that? This show will go until no one is watching.

Dr Who end? Never! The third generation of my family is now watching it, and my grandsons absolutely love it.

If I recall what little I know regarding the Time L-rds regeneration ability correctly, they have a limit of regenerating of only 12 times. Hence the debate that occurred when Romana changed her appearance several times before tricking the Doctor in to accepting her second permanent appearance, and the Master needing outside help to regenerate in to Anthony Ainley's portrayal. I don't know if that was the case with later Masters, if there have been any, since I haven't seen any Master episodes since Ainley's portrayal.
Oh! But if they can regenerate 12 times, perhaps that means there can be 13 Doctor's. Although I do not know if Hartnell's Doctor was canonically his birth form...
