In game terms, what does "on hold" mean?

Essentially they cannot be attacked ... nor do "random events" impact them. But they also do not 'grow' in strength. Any conflicts are essentially suspended.

Their cities are susceptible to being converted though, right?

I think it depends ... a "short term" suspension - I don't think so.

I believe usually the number of DRP and followers is frozen, but all of the territory becomes unaligned and open to conversion.

Then again, there was the time when Lore took a short break and noone was allowed to touch Nor Yekith's cities during that time without consequences.

This is what I remember from earlier in the game...

But then, I remember that as well.
However, that was last Age, right?
Perhaps that changed in the current Age...

But lets say I decide to continue the game, do YOU want to be the deity who has broken the sacred Laws of Inritus and sent people of another faith onto Inritus soil?

So sure, the rules may allow conversion. But Id suggest you have a good hard think first :P

Anyway, regarding Nor Yekith in P2, the problem was the Star. We couldn't see into the damned place, so sending people in was extremely risky. And Melirelle was still there, still pretty nasty, and tied into the Star, so tearing it down would have meant war with her.

All that aside, there was nothing in the rules stopping us from going in and taking over.

And Dagon has not opened a txt in weeks. Maybe he no longer has a cell. Maybe he just lost it under the clutter of his room. Maybe... And balon has had no luck contacting him in rl.

Koel answered a txt (to his email) a few weeks ago, but nothing since. Syl might have better luck?

Actually there was. While Lore was on his short break, Xar warned us about interfering, and when I attempted to position myself to attack him on his return I was given a Crisis of the Faith. This was his holiday, not when he quit entirely.

Not cho.
Her people, the Herds, are nomadic. They were even specifically told to not set up cities on Imray proper.
...not that they necessarily listened...
Although she has a few city dwellers here and there who dislike being uprooted...

I started processing, though the random event generator I was using doesn't work under Windows 7, so I had to revert to rolling dice... It's a bit more bothersome, but it should get the work done while my trusted lieutenant takes care of the generator's problems ;)

I'd prefer to think of it as Old Skool. Retro. Adds a touch of class to the whole thing, really.

Well, we don't often see something called "In the Beginning..." without seeing something called "In the End..." soon enough.
