This scene is a clear ratcheting-up of the narrative tension - more so if you deconstruct the way SRD wove the viewpoints and read the various viewpoints independently of the others, experiencing the Gap saga from each character's perspective.

Completing their final gap crossing on the way to Earth, Punisher/Trumpet arrives to find Calm Horizons already in orbit and with clear targ on Suka Bator and UMCPHQ. Nobody is shooting yet, and Center orders Dolph not to start firing..but Dolph isn't in command; with Angus' backing, Morn is.

Even when Morn learns the tactical situation - that if she fires on Calm Horizons, there will be massive destruction to Suka Bator and across Earth and Earth's stations and ships, but Calm Horizons would also be destroyed, she considers this may be a trade worth making.

We know why she wants Calm Horizons destroyed...to keep her blood samples and the knowledge of Vector's formula from being shared with other Amnion, but why does Morn hold herself so responsible for Calm Horizons arriving at Earth first?

Maybe Morn blames herself because she insisted on focusing on returning Angus to consciousness rather than on racing back to Earth.

That is close enough. I was looking for something related to Morn's insistence on drawing out the trip back to Earth by taking short low-G crossings. Rebooting Angus after his welding put him in stasis was part of that, but it is the pace she set for their return that she retroactively regrets when Calm Horizons "does something they don't expect" and shows up at Earth before Punisher / Trumpet arrives.
