Is a good question when it was asked.
Somebody said for the ur-viles to turn against Foul.. Which they did.
What would I do?
Gently command that if the Earthpower can be used and help the Land. That it heal itself to where it was before Kevin Ritual and for the Land to avoid Despair.

If I didn't have any white gold and I knew that Foul could not be stopped by Earthblood/Earthpower......I'd wake the Worm.
Why?
Because Findail said that Foul would also be destroyed if this happened.

I've just been reading "First Among Sequels", the new Jasper Fforde book, and that gave me the solution.
The key is realizing that the EarthBlood is a literary device. So any Command that would destroy or neutralize the forces of evil is destined to fail...if it succeeded, then we'd run out of story halfway through the book.
But what we can do is Command Lord Foul to turn into Mr. Darcy from "Pride and Prejudice", and turn the Ravers and Croyels and Skurjes into various other characters from the same book. That's a win-win situation; the people of the Land get a respite from the endless cycles of war and destruction, and the readers can be entertained by the romantic triangle between Linden, Covenant, and Mr. Darcy for the last two volumes of the series.
