No...it is all upper-body motion, so it is not dance. As the vice-principal liked to announce during the slow numbers at my middle-school mixers (a very long time ago!), "All Dancers Must Move Their Feet!"

Ah, yep. I know Mr. Elsroth would not have bought that excuse for a moment. If a couple was in a clinch (not that the geeky young me was ever that lucky...) during a slow song and their feet were not actively moving, they were quickly and publicly reprimanded. Offering "It's a shimmy" would probably only made matters worse.
