Hitchcock should have, but he didn't exactly need the Academy for everyone to know how great he was.

Joan Allen (nominated 3 times)
She should've won for her role as Pat Nixon. I think that was the year Marisa Tomei won and shocked everyone. (Though not everyone: I remember some pundit did predict Tomei's win the day before the Oscars)
Ed Harris (nominated 4 times)
Definitely one of the best actors out there.

I believe Mr. Scott (who will always be one of my favorite actors) is the only actor to ever refuse an Oscar.

nope. Brando did it in '72, and had a native American woman come to the stage and decline the honour on his behalf...

I have always felt sorry for Annette Benning - to be beaten twice by the same person is not very cool.
