I have been confused for a girl lots of times when I had long hair. I've gotten hit on a lot too. It pisses guys off to no end.* I'm heading out of town next week, and want to look like a completely normal person, so I'm dying my hair a bizarre colour.
*if you're drunk enough to hit on a chick with a beard, well. Are you sure you weren't aware I was a guy?

If you're going to keep the facial hair, definitely go with a color that complements it. Hard to tell for certain from the pic, but brown hair? If so, i think streaks of denim blue or (as others have mentioned) flairs of harvest orange would work together well.
If you can manage to die the brows and facial hair Faust black, try a black striped with bright yellow ala the Bee suggestion, or black with silver streaks.
You want dramatic sexy, not main tent primary color, right?

Go to a cosmetology school (I've had good success at vocational school programs) and pay a student to do it for you. The rates charged are generally
very reasonable, and the students just about ready to graduate before the school allows them to do such work on clients.
