Wikipedia has various bits of trivia--on the years 23AD and BC, and the number itself. For 23rd of a month, you'd have to look up the day on each month seperately for a list of events.
Apparently 23 is a holy number in Discordianism.

According to that Wikipedia article, the EU has 23 official languages.
I was somewhat amazed to find a Wikipedia article on the number.
