Right...voting on the WA proposal ends on the 6th of August.
Acknowledging that the recognition of the rights of sapients under international law remains a contentious issue within these halls;

Applauding the efforts of nations to extend essential rights and freedoms to non-human sapients in their own territories, and to lobby on behalf of non-human sapients on the global stage;

Affirming that all sapient creatures deserve the same rights and freedoms extended to humans, and that all sentient beings are deserving of protection under international law;

Noting that this legislation applies only to natural biological sapient species:

Defines "sapience" as independent capacity for wisdom, judgment, the formation of rational, abstract or logical thoughts, and the ability to communicate these thoughts with others;

Defines "sentience" as the ability to perceive consciousness or self-awareness, an intelligence that does not necessarily rise to the level of sapience;

Declares that member nations shall determine which biological species residing in their own borders possess sentient or sapient qualities, provided that the process involved is fair and even-handed and excludes potential conflicts of interest, that all available valid and confirmed scientific evidence is taken into account, and that denials of sentient or sapient status can be appealed to a higher, disinterested official or body within the government;

Requires member states to extend rights, freedoms, privileges and entitlements, on a par with those guaranteed to humans under international law, to all sapient species under their jurisdiction;

Obligates member states to take all prudent and necessary measures to protect all sentient creatures under their jurisdiction from deliberate, unprovoked harm, violence, killings, or extermination.

I move that the region of Andelain vote against the proposal. Although we are vehemently opposed to the cruel or unethical treatment of animals, we nonetheless feel that the proposal as it stands is far too vague in defining terms like "wisdom" "judgement" and "rational thought."

Furthermore, the extension of rights to spaient, but non-sentient beings as proposed seems to suggest that dolphins, for example, will be able to own property, vote, etc. Clearly ridiculous.

What say you all?

The Confederacy of Stutt is a tiny, economically powerful nation, renowned for its absence of drug laws. Its hard-working, intelligent population of 5 million are effectively ruled by a group of massive corporations, who run for political office and provide their well-off citizens with world-class goods and services. Their poorer citizens, however, are mostly starving to death while being urged to go out and get real jobs. The populace has reasonably extensive civil rights, although these are mostly aimed at allowing them to buy whatever they like.

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, pro-business individuals juggles the competing demands of Social Welfare, Defence, and Commerce. Income tax is unheard of. A robust private sector is led by the Retail, Gambling, and Furniture Restoration industries.

Crime is a serious problem, probably because of the country's utter lack of prisons. Stutt's national animal is the horse, which teeters on the brink of extinction due to widespread deforestation, and its currency is the tap.

There is little danger in this law, as it appears to be fluff which would have no real affect on the good citizens of Stutt. At best, it's meaningless. At worst, it's a slippery slope to unreasonable humane treatment of animal laws.

We vote against.

Regarding the establishment of a delegate, we maintain that such a mechanism already exists. For now, we intend to endorse the nation who's politics we agree with. Should someone wish to campaign for election they certainly have the right. But in interest of simplicity it seems to us there is no need for an elaborate, nominate, confirm, vote, etc. etc. process.
