Thats a battleship. the two little ships to the left are frigates. Same as the Invictus. Which is massive, 2kms long thousands of crew etc. And its dwarfed by that battleship.

They are a general set of guidelines and sayings and Imperial officials are to use them where appropriate, choosing the one most apt to suit the report being written etc. Think of them as Chinese proverbs type thing, general sayings that help keep a good Imperial citizens mind on track.
