My original take on this hasn't ever changed. It's not that the lore of the Lords no longer works. It's that the culture and traditions of the Lords is completely gone. No one remains with the knowledge to use the Wards, and so such tools of that lore are useless. No one remains because the Sunbane has redirected all efforts elsewhere.

Gibbon's subtle lie is that he implies that the Earthpower which this lore is based on no longer exists.

Of course, we know it does exist, from aliantha to the floor of the Close to Kevin's krill to gravelling to the new Staff of Law.
