(Aah, and immediately the moral implications strike! I was about to point out that harmlessly circumventing needless bureaucratic procedure, while technically lying, is relatively harmless in some circumstances. Except I wasn't going to phrase it so...carefully. )

Let's let FireSon make his own decisions on whether conventional bureaucratic rules deserve ethical adherence or not. Like any Watcher, he merits "Do as Thou Wilt" latitude. We've extended that to a few who ultimately did not demonstrate they could handle that freedom...but I am fairly certain that will not be the case here.
