I'm not sure why deleting the previous avatar didn't clear space. It implies the server saves every iteration. If that's the case, we should have an avatar gallery to avoid duplicates. By now, TOM would have a stack of duplicates about 200 deep.

My avatar-swapping ways probably haven't helped either. I don't have a huge number, but I like to occasionally cycle through them.

Those images are usually small, so it's unlikely that, even if it isn't saved, removing one will make much difference. It's more likely to be the gallery that took up the space.
Speaking of which, Sky, you can probably upload those pics to it now.
