What's the difference between the two options Change Title and Change User's Title, aside from the fact that User's Title is more expensive?

Change User's Title is to change someone else's title. I believe Darth Revan managed to get it disabled a while back.

I bought a title, and a color for it...and it doesn't seem to be changed...did I screw up or something?

You have to buy the title privilege first. I don't think it costs anything anymore; just go back to the effects shop and click "Buy Title."
