Game idea

A TCTC-based game, but not a MUD. As I've been investigating several diplomacy/world-building games during the last days, I thought of creating one set in the Land.
The setting would be some time after the Second Chronicles. The players would take the roles of the leaders of various factions - the New Lords, maybe divided into different factions themselves, Giants, Haruchai, survivors of the Clave, Waynhim, Ur-Viles, Brathair settlers ...
The game would take place in several forums where the players exchange 'public announcements', describing their open actions (like trying to settle in a certain area, researching lore, sending envoys to other factions) and reactions to general, game-master controlled happenings - what if the Ravers spread mayhem, what if someone finds one of old Kevin's wards, what if a plague spreads?
Personally, I wouldn't want it to be a pure RPG. I'm sick of the usual ones taking place in every fandom online already, so this game wouldn't be a kind of fiction writing contest with yourself in the hero role. Still, role-playing would be part of it all, since your announcements would be written in character.
There could be a limited management factor. Like, your faction has x resources of different kinds, what do you do with them? Build farms and houses, buy weapons, trade?
Well, so much at first thought, what do you say?
