In purely mathematical terms, if one considers the parts of the year in such a way as to round to the closest birthday and use that as a reference then yes.
But in common use it is not done to refer to a person by his or hers closes birthday but instead the last one passed is always used. Therefore I would probably answer that I am 33 years old, if someone asks me. And this would not be considered wrong until the twentysecond of may this year.
