I had gathered that the Waynhim were sort of like mules--sterile offspring of something or other and another something or other. Except that Waynhim are much nicer than mules. So if they're sterile, they won't reproduce no matter what they (ahem) copulate with.
Halfway down the stairs Is the stair where I sit. There isn't any other stair quite like it. I'm not at the bottom, I'm not at the top; So this is the stair where I always stop.

Actually, Orcs can breed with other Orcs, or (with a little help from their wizard friends) with Men. Tolkien was quite clear that 'the Shadow cannot make new things of its own': it did not create the Orcs, it just degraded other Manlike beings to that level. And it had to do so by a breeding program.
Back to Covenant: It's made pretty clear that reproduction isn't even part of the Waynhim's Weird. Ur-viles interpret the Weird in their own way, and try to make successors who will be superior to themselves. This is not the same as reproduction in kind. If one generation of ur-viles is not noticeably different from the one before, this just means that their progress is very slow.
Which is about what one would expect from a lot of genetic engineers with 'imprecise' values and no eyes.

Without the Quest, our lives will be wasted.
