i cant figure out ow to say it is it like Yur, or er or OOer.

Well, the prefix ur- is actually German, where it means 'original'. It is often used in the technical jargon of linguistics: Ursprache = 'original speech' (the ancestor of a group of languages), Ursitz = 'original seat' (the earliest place where a language was spoken), etc. In this usage, it is pronounced approximately to rhyme with tour.
SRD's usage of ur-, however, is (to borrow one of his own favourite words) 'imprecise'. The ur-viles were not the original Viles, but their distant heirs; the ur-Lord was not the original form of a Lord. It's possible, I suppose, that SRD didn't even have the German term in mind when he made up those names. If so, the answer is that you can pronounce them however you wish.
